What is refresh rate?

In video just as in film, images are displayed as a succession of frames. However, there is a difference between how a TV represents these frames and how a camcorder records them. The term refresh rate refers to how many times per second a TV screen refreshes the image. The refresh rate is measured in Hertz (hz). For example, a TV with a 60hz refresh rate represents a complete reconstruction of the screen image 60 times every second.
