aibo can't find the Water Bowl
Confirm that the Water Bowl is placed somewhere within your aibo™ robotic companion's line of sight.
For example, if the Water Bowl is lined up directly behind the Food Bowl, it may be invisible from aibo's point of view. Try moving them into a horizontal line.
